Finally!! You can now download PowerShell RC2 from Microsoft at http://support.microsoft.com/kb/925228. There are packages for XP and Windows 2003. I'm trusting that Powershell is functionally identical.
The link for the 2003 x86 edition doesn't work (at least at the time of this posting) but you can get the file at http://go.microsoft.com/fwlink/?LinkID=73252&clcid=0x409.
